Overview
Rio Blanco County continues its good-faith efforts to comply with Colorado HB 21-1110 and HB 24-1454, which require digital accessibility conformance with WCAG 2.1 A/AA standards by July 1, 2025. These efforts also support upcoming federal ADA Title II compliance (April 2026). This quarterly report outlines progress made during the third quarter of 2025.
Key Accomplishment: Contract for web redesign
Rio Blanco County selected Revize to design and host an updated website.
The County received 32 bids in its request for proposals to redesign and host a new website. Great emphasis was placed on ADA compliance and proactive adherence to WCAG 2.2 AA requirements.
Per its proposal, Revize states: “Your new website will adhere to the new WCAG 2.2 AA requirements and Section 508. We will also train your content editors how to keep ADA compliance when writing content. With your approval, Revize will also install an ADA Accessibly Widget, free of charge. This widget brings the ADA software for reading and resizing text, change color contrasts, etc. on demand for the visually impaired and/or disabled web visitor.
Continuing efforts:
Document Remediation
- Ongoing remediation of PDF documents
- Focus on BOCC agendas/minutes, budget summaries, and public-facing forms.
NOTE: the newly redesigned website will reduce the need for pdfs in county agendas and minutes, improving accessibility and productivity - Conforming alternate formats available on request
Staff Training
- Training sessions held for staff managing digital content
- Emphasis on accessible document creation and website updates
- Accessibility Coordinator convened subcommittee, briefed re: new website plans
Feedback & Redress Systems Active
- Online form and ADA Coordinator contact methods remain posted on all web pages
- Response protocol in place for handling requests and barriers reported by the public
Next Steps
- Continue to streamline content to prepare for web refresh
- Convene staff and plan web redesign with Revize
- Complete internal accessibility risk matrix
- Expand training and department-specific support
- Maintain quarterly reporting and progress documentation
