Application for motor vehicle titles and registration must be made in the county of residence, or in the county in which the vehicle is domiciled. ID is required for all title transactions.

Temporary Registrations:
Temporary registrations are issued for up to 60 days to allow time to complete the paperwork necessary for titling or to allow the purchaser of a vehicle in Rio Blanco County to transport the vehicle to their home outside of the county.

The purchaser must provide the original assigned title or a bill of sale and a registration from the previous owner. Permits cannot be issued to vehicles that are being transported into Rio Blanco County. These must be obtained from the county in which the vehicle is being purchased.


Requirements:

If the vehicle has a lien to be recorded, an acceptable mortgage document (security agreement) must be provided. The document must be an original, carbon copy, or a certified copy and must contain the vehicle description (year, make, vehicle identification number or VIN), lien holder's name and address, lien amount, and the owner's signature.

Vehicles purchased from a Colorado dealer with liens to be filed are generally mailed to the County Clerk's office. A notice of receipt will be mailed to the owner that will include any additional taxes due and an estimate of registration fees.

The office may have the option to print your title if a current U.S. Driver's License or a U.S. Driver's License expired one year or less is presented and the computer safety checks are valid. Titles sent to the state for processing will be mailed to the owner, if there are no liens on the vehicle. If there is a lien, the title will be mailed to the lien holder. Please allow 2 to 4 weeks for delivery.

The following documents will be required to complete the application for title and vehicle registration:

  • A Bill of Sale Form (pdf) for sales tax purposes, unless the purchase price is indicated on the title.
  • Current and accurate vehicle odometer reading (vehicles less than 10 years old must have both parties' signatures and hand printed name of sellers and at least one hand printed of the buyer, per Federal Law).
  • If the vehicle has an out-of-state title, a DR 2698 Verification of Vehicle Identification Number Form (pdf) completed by the sheriff's office or town police or a licensed Colorado motor vehicle dealer.
  • Proof of insurance.
  • The current title or documents from the dealer properly endorsed by the previous owner(s). Signatures must be notarized if the title has a section for notarization. Do not purchase a vehicle from an individual(s) without obtaining a properly assigned title.
  • To create joint tenancy with rights of survivorship, there must be specific language declaring such intent, signed under penalty of perjury in the second degree by all owners. DR 2395 Joint with Right of Survivorship (JTWROS) (pdf) is only applicable to multiple owners and must be signed by all parties.

The following items need to be given to the buyer:

  • A Bill of Sale Form (pdf) with the vehicle description, date and time of purchase, and amount paid, if the title does not have a place for purchase price.
  • The Colorado certificate of title (must be in the name of the seller) signed in the seller's area of the title. All owners must sign if the title shows more than one owner on the face of the title. The name and address of the buyer must be filled in. If the title indicates a place for a notary, the seller must have his/her name(s) notarized.
  • The odometer reading must be entered on titles of vehicles less than 10 years old. All parties, buyer and seller must print and sign their name to acknowledge the odometer reading. The odometer reading is encouraged to be carried out on vehicles older than ten years old.
Please note: License plates from the vehicle remain with the seller.
  • All forms can be found at the Colorado Department of Revenue
  • Sales tax is due on purchases made after July 1, 2014.
  • Senate Bill 13-280 allows for titling of off highway vehicles.
  • Title is required for power sports vehicle dealers and auctioneers who are licensed dealers to buy or sell on or after July 1, 2014.
  • Titling is optional for private party to private party sales.
  • You may apply for a title using your current Colorado State Park registration.

All mobile machinery that is used on or off road must be registered.

Special Mobile Machinery are generally not titled. These include, but are not limited to, welders, backhoes, forklifts, ditchers, trenchers, loaders, graders, etc.

Year, make, manufacturers' suggested retail price when new, and weight are required at time of registration.

Sales tax may be applicable.

A Homemade Trailer ID number is required when an individual assembles a trailer from either a kit or materials on hand.

The builder must supply the following information:

  • Length
  • Receipts for materials purchased
  • Type of trailer
  • Value
  • Weight
  • Width
A DR 2409 Statement of Assembly of Homemade Trailer and Assignment of Trailer Identification Number (pdf) must be completed by the owner in our office. The ID number assigned is affixed to the front part of the metal frame of the trailer. Upon completion of the DR 2409, title and plates for the trailer may be issued.The trailer ID fee is $3.50. 

Once the trailer is ready to be registered, a DR 2704 Certified VIN Inspection is required, completed by a certified officer verifying that a VIN number is not present. The officer will also fill out a DR 2697 Certificate of Equipment Compliance (pdf) verifying that the trailer is road-worthy.

Special Title Transfers

Titles held in joint tenancy may be transferred to the survivor upon payment of a title transfer fee and submission of the title and a copy of the death certificate. Titles held in solely the deceased owner's name may be transferred by the executor or personal representative of the estate or the successor (estates less than $60,000). The following will have to be submitted to our office:

  • A copy of any court order giving applicant the right to finalize the estate.
  • A small estate affidavit (if the estate is valued at $64,000 or less). Small estate affidavit forms are available in our office.
  • At least ten days have elapsed since the date of death of the decedent.
  • Copy of the death certificate
  • Title in the name of the deceased, signed by the executor, personal representative, or successor.

 

The bonding procedure is followed when the required documents for titling are not available or are incorrect.The vehicle must be physically located in Colorado, road-worthy, and in your possession before completing the bonding procedure. Due to House Bill 1260, additional fees and forms are required. All transfers require a Manufactured Home Transfer Declaration (PDF).
