Application Process

Site Plans

Applicant must submit two sets of plans, a site plan, and supporting documents. 

Approval & Fee Notification

The applicant will be notified of the building permit review fee. Review the current Rio Blanco County Master Fee Schedule.

Plan Review Process
  1. Submissions are reviewed on a first come first served basis, regardless of complexity.
  2. Plans will be distributed to the Building and Planning division for review and approval.
  3. You will be notified by phone if the plans are incomplete and need corrections or more information.
  4. Corrected plans are approved.
  5. The applicant is notified by phone that their Building Permit is ready.
  6. Building permits will be issued once all required fees have been settled.

Process

  • Complete the state application online.
  • Demolition process for mobile homes, residential, garages or any other demolition
  • List location of landfill receiving debris.
  • Supply a restoration or use plan.
  • A signed owner/agent asbestos statement must be included in the application.
  • An asbestos building inspection is required prior to receiving a demolition permit. After the demolition permit has been approved, fees paid, and permit issued. A Building Division Inspector must be requested to inspect the structure prior to commencing demolition.
  • Following an inspection, an approval to demolish may be issued. Note any existing septic systems must be removed or filled in to meet the Rio Blanco County Land Use Resolution requirements. An inspection and approval by the Rio Blanco County Environmental Health Officer may be required.
  • The permit applicant is responsible for ensuring that all required inspections are completed prior to commencing or proceeding with work.

Demolition of Mobile Homes

Please provide the following information to the appropriate departments. 

  • Go to Clerk & Recorder's office with proof of ownership or title. A Certificate of destruction will need to be filed with the clerk. Tax Authorization will need to be obtained from the Treasurer
  • An Asbestos Inspection must be performed by a State Certified Asbestos Inspector and the findings documented in a report.
  • A State Demolition Permit must be applied for and received before proceeding.
  • After the State Demolition Permit is received a Rio Blanco County Demolition Permit Application must be applied for and received before proceeding with the demolition.
  • If the Mobile Home exceeds legal dimensions, a Transport Permit needs to be obtained from the state for State Highways and from Rio Blanco County for county roads. The form is available from Rio Blanco County Road & Bridge.
  • Owner must remove all fluids. Freon must be removed from refrigerators/freezers by a State Certified CFC technician and tagged appropriately. 
  • If Non-Friable Asbestos is present: Rio Blanco County will submit Asbestos inspection to the landfill consultant for an opinion if the material can be accepted and how it needs to be prepared for transport and disposal.  
  • Owner will need to complete the special waste characterization form for so a special waste number can be assigned. Form is available from, the Road and Bridge/Landfill Office.
  • A completed manifest must accompany each load and submitted to the Road & Bridge/Landfill Office
  • If Friable Asbestos is Present the Rio Blanco County Landfill Cannot Accept it.

WHAT IS AN ONSITE WASTEWATER TREATMENT SYSTEM?
Onsite wastewater treatment systems (OWTS) are used to treat wastewater from a home or business and return treated wastewater back into the receiving environment. They are typically referred to as septic systems, because most involve a septic tank for partial treatment. Correctly designed, installed, and maintained, onsite systems can effectively treat domestic wastewater and disperse it into the environment, thereby protecting from ground or surface water contamination.

A Septic system is a method of disposing and treating household wastewater in areas where public sewers are not available

Septic (OWTS) Permitting
Permitting ensures the efforts to reduce the risk of contaminating groundwater and surface water and reduce the risk of people from exposure to untreated sewage.

OWTS Regulations
This regulation applies to On-site Wastewater Treatment Systems (OWTS) as defined in current Colorado State regulations.

The purpose of these regulations is to establish the minimum standards for the location, design, construction, performance, installation, alteration and use of OWTS with a design capacity less than or equal to 2,000 gallons per day within Rio Blanco County.

Purpose:

Re-roof permits are required to ensure that the installation of roofing materials, including plywood decking, nailing, flashing, etc. are properly installed for residential and non-residential buildings

Work Description:

Obtain the following information regarding the existing condition and proposed roofing materials:
• Existing – top and/or second layer material, specify if existing roof material will be removed or if project consists of an overlay.
• Proposed – if overlaying, provide number of layers, type of material and weight per each square; sheathing type


Structural and Construction Loads:

Structural roof components shall be capable of supporting the roof–covering system and the material and equipment loads that will be encountered during installation of the system.

Re-covering versus replacement:

New roof coverings shall not be installed without first removing all existing layers of roof covering where any of the following conditions occur:

  • Where the existing roof or roof covering is water soaked or has deteriorated to the point that the existing roof or roof covering is not adequate as a base for additional roofing.

  • Where the existing roof covering is wood shake, slate, clay, cement or asbestos-cement tile.

  • Where the existing roof has two or more applications of any type of roof covering.

  • Where the existing roof has two or more applications of any type of roof covering.

 

Inspections:

New or Existing Roof Sheathing Inspection is required after the existing roof is torn off completely; new decking, nails and staples are installed according to nationally recognized standards, and roof assembly installation instructions (also refer to Plywood Sheathing Nail Diagram). Inspection is required prior to concealing the roof with felt, paper, roofing or any other material concealment.

Mid roof inspection is required for all roofs that are 4:12 pitch or lower. This inspection is to verify correct underlayment installation and fastening.

Final Inspection is scheduled after the project is complete.

Fee: Re-roofing permit fees are based on evaluation

Any structure that is not attached to a permanent foundation. A structure which is permitted within a land use district without any foundation or footing and which is removed when the designated time period, activity, or use for which the temporary structure was erected has ceased.
