Rio Blanco County Digital Accessibility Progress Report

Overview
Rio Blanco County continues to make steady progress toward compliance with Colorado HB 21-1110 and HB 24-1454, requiring digital accessibility consistent with WCAG 2.1 Level A/AA standards. These efforts also support ongoing compliance with the U.S. Department of Justice's updated ADA Title II Digital Accessibility Rule.
Key Accomplishment: Website migration, added features
Rio Blanco County continues to work with Revize to develop and host a redesigned county website built to meet modern accessibility standards.

Per its proposal, Revize states:

"Your new website will adhere to the new WCAG 2.2 AA requirements and Section 508. We will also train your content editors how to keep ADA compliance when writing content. With your approval, Revize will also install an ADA Accessibility Widget, free of charge. This widget provides tools for reading and resizing text, adjusting color contrast, and other accessibility features for visitors with disabilities."

During this reporting period:

  • Revize began developing the HTML of the new content management system 
  • County staff reviewed and refined the website sitemap and page organization 
Revize is migrating content to the new site.
Continuing Accessibility Efforts
Document Accessibility and Remediation
  • Rio Blanco County’s contract with Revize includes Tier III Comprehensive WCAG Scan and Remediation ADA Service, which will assist with remediation of pdf documents identified during site migration.
  • Rio Blanco County added Revize’s ‘ClearDocs’ feature which will assist users with ‘on demand’ pdf to html conversion.
 Accessible Forms
  • The Public Information Coordinator is working with department heads to develop  interactive online forms that improve accessibility, reduce reliance on printable documents, and provide a more user-friendly experience for residents. The first form is in use and being tested by the Assessor’s Office. 
 Staff Training
  • Staff receive ongoing guidance on accessible content creation and document publishing.
  • Administrative staff is beginning to use the Agenda Builder application
 Feedback and Redress
  • The County's ADA Coordinator contact information and online accessibility feedback form remain available throughout the website.
  • Procedures remain in place to promptly respond to accessibility requests, barriers, and requests for alternate formats.
Next Steps
During the next reporting period, Rio Blanco County expects to:

  • Fully migrate, test and launch the new Revize website.
  • Expand the use of accessible online forms.
  • Implement Agenda Builder application
  • Provide additional staff training on maintaining WCAG-compliant web content after the new website launches.

Rio Blanco County is progressing in its efforts to comply with Colorado HB 21-1110 and HB 24-1454, which require digital accessibility conformance with WCAG 2.1 A/AA standards by July 1, 2025. These efforts also support upcoming federal ADA Title II compliance (April 2026). This quarterly report outlines progress made during the third quarter of 2025.

Key Accomplishment: Contract for web redesign 

Rio Blanco County selected Revize to design and host an updated website. 
 
Per its proposal, Revize states: “Your new website will adhere to the new WCAG 2.2 AA requirements and Section 508. We will also train your content editors how to keep ADA compliance when writing content. With your approval, Revize will also install an ADA Accessibly Widget, free of charge. This widget brings the ADA software for reading and resizing text, change color contrasts, etc. on demand for the visually impaired and/or disabled web visitor.
 
 Rio Blanco County recently approved the initial design of the new site. In coming months, Revize will develop HTML for the new Content Management System and Rio Blanco County’s Public Information Coordinator will review the sitemap with department directors.

Continuing efforts:

Document Remediation 
  • Focus on providing content HTML or alternate format, avoiding pdfs whenever possible. Conforming alternate formats for existing pdfs are available on request.
  • The newly redesigned website will reduce the need for pdfs in county agendas and minutes, improving accessibility and productivity
  • Rio Blanco County staff received access to an application that will enable staff to build interactive online forms, greatly improving public service and ease of use.
Staff Training
  • Training sessions held for staff building forms 
  • Emphasis on reviewing site pages for accuracy and accessibility pre-migration to the new Revize platform.
Feedback & Redress Systems Active
  • Online form and ADA Coordinator contact methods remain posted on all web pages
  • Response protocol in place for handling requests and barriers reported by the public
